Agreement Reached with Conservatives
to form a Joint Administration
On the 20th May, the leaders
of the Harlow Liberal Democrat and Conservative council groups
signed the following agreement to run Harlow Council jointly
for the next year:
MEMORANDUM OF INTENT 2003/04
1. The Conservative and Liberal
Democrat Groups on Harlow District Council have agreed to form
a joint administration. The duration of the agreement is until
the Annual Council Meeting of 2004.
2. The following agreements
have been made between the two administration groups:
Changing the Council
3. The two administration groups
will be reviewing the following areas of the Council's operation,
with a view to improving the effectiveness of the Council:
- Governance and decision-making
- Performance
- Communications
Policy
4. Policy priorities for the
joint administration will include:
- Continuation of the work on
housing options
- Continuation of the Strategic
Service Delivery Partnership
- Improvement of the street scene
- Improvements in recycling.
The joint administration will
also be bringing forward agreed proposals on community safety,
public contact with the Council and the flying of the Union Flag.
Political structure
5. The leaders of the two administration
groups will be nominated as joint leaders of the council, as
in 2002/03.
6. Cllr Patrick McClarnon will
be nominated as Chair of the Council for the civic year 2003/04.
Cllr Ian Jackson will be nominated as Vice-Chair of the Council.
