In May 2002, Harlow residents elected 12 Liberal Democrat councillors for the town - the joint largest group on Harlow Council. Labour, which had run Harlow for 47 years, had finally lost control, and was reduced to 9 councillors.
In the May 2003 elections, there was no overall change.
No party in Harlow has an overall majority. Initially the Liberal Democrats were part of a joint administration. Following the votes of No Confidence in Conservative committee chairs Simon Carter and Mike Garnett at the full council meeting on 16th October 2003, the joint administration fell, and the Liberal Democrats are now running the Council as a minority administration.

In May 2002, Labour lost control after 47 years, and is now
third party in Harlow.
New boundaries applied from the May 2002 election; 11 wards with
3 councillors each, 33 in total.
Previous elections were for a council of 42 places.
